The University of Michigan has long welcomed students, faculty, staff, and visiting scholars from other countries to study, teach, and work on our campus. International students and faculty are valued members of our scientific community. They contribute unique perspectives that enrich the community's culture and broaden the institution's global perspective.

For students in particular, the university places a high priority on providing support services and infrastructure to foster a sense of welcome and inclusion in the campus community and promote academic success.

The university charges a student services fee of $500 per semester for international students attending Ann Arbor in Fall 2019 who have an F or J visa status. The fee will help address increased costs and expanded service credit support and strain on the university's finances during the recession.

What are international study costs? Who does it apply to?
This is the rate charged for registered international students with a valid or initial I-20 or DS-2019 form, along with other tuition and mandatory student fees for each semester of registration.

How much does it cost and how is it charged?
The fee is $500 per semester. It is assessed along with other tuition and mandatory fees for each term the student is enrolled in.

What is the purpose of the surcharge and how is it used?
The University of Michigan Regents passed international fees on June 20, 2019 to address higher costs and service expansion during a period of reduced state aid and financial stress for the university.

As a public university, the University of Michigan faces many income constraints while remaining committed to academic excellence and providing world-class education to all students. The university increasingly relies on tuition and fees, research grants, fundraising and other sources of income to offset a declining portion of government grant income. College tuition and fees vary by school or college, residence, and academic level of the student to provide resources to cover the total cost. As with many other college-implemented tuition fees, fee income is combined with other resources to address growing costs and expand services or fill gaps created by the loss of government funding. Tuition and fees account for 73.4 percent of the university's general fund, which provides the majority of funding for academic businesses. General resources are allocated by the provost through the university budget process, ensuring that funds are aligned with the academic mission.

A portion of this combined funding will be distributed across multiple units on campus to support a comprehensive, distributed suite of services designed to help international students succeed. This includes maintaining essential services currently available and expanding services across campus. Some examples of new international student programming are:

• Expansion of career guidance services around international centers and schools and colleges.
• The program of the International Center has been expanded.
• New guidance before departure.
• A new grant fund from the International Center to support student voices, interests and needs.

In what other ways do universities support international students?
The university offers a comprehensive range of distributed services designed to help international students succeed. Some of these services are provided centrally in the International Centre. Many other programs are offered by the university's 19 schools and colleges, or are otherwise centrally administered.

For example, many schools and colleges host orientation events for international students specific to their academic programs in addition to the registration and orientation services offered by the International Center. Many academic programs are developed through institution-developed permanent degree or exchange program agreements with international colleges and universities. In addition, the English Language Institute provides language, academic and intercultural education to many international students.

The International Center provides additional immigration advice and planning as students continue their studies. International students can also take advantage of a range of school or college peer advisor programs, student organizations, cultural exchange events, and workshops on topics ranging from tax preparation to cross-cultural communication. Many events are jointly organized by university staff and international students themselves.

Schools and colleges partner with international centers to provide employment opportunities for international students in a variety of ways. As academic units provide students with the opportunity to gain hands-on experience as part of their academic programs, the International Center advises on relevant immigration regulations regarding internships and other practical training opportunities. Schools and colleges and international centers also host international alumni symposia and offer workshops on navigating the U.S. job market.

Why are universities introducing fees at this time?
The timing of the publication of tuition and fees is determined by the university's budgeting process.

Budget planning can be volatile in the months leading up to the June budget vote, as universities receive new and updated information on costs and revenues, such as expected enrollments and government funding. To arrive at a final balanced budget, tuition fees and fees are the final budget components. The budget is only final after review and approval by the Board of Directors.

All official tuition fees and required fees are usually announced after approval by the Council at the annual budget meeting in June. The proposed rates will not be made public prior to the board meeting.

Waiting another year to introduce international levies would create a funding gap in 2019-2020. This gap may require decisions about services and initiatives that can negatively impact students and their success.

Why is this rate charged to international students?
While this fee is only assessed for international students, this group is not alone in being asked to pay different rates for tuition and fees. College students pay different tuition and fees based on their residency status, academic level, the programs they are enrolled in, and the programs they attend. These tuition and fees are determined by a combination of factors, including the cost of instruction, market factors, and subsidies from government grants and charitable donations. Despite a declining share of government grant revenues, the university continues to receive state funding ($325.5 million for the fiscal year), as well as other state aids such as funding for capital projects. As a public institution, the university benefits from state aid and remains committed to affordability for state residents. This is the principle that reinforces the difference between resident and non-resident tuition fees.

In addition to these factors, colleges consider student needs, market pressures, and comparable tuition and fees when setting tuition and fees for all students. This financial reality, rising service costs and our strong commitment to supporting international students has led to the establishment of International Fees 2019 to ensure that the university maintains a balanced budget while improving and maintaining current services and support for international students.

This fee brings UM in line with many institutions that charge international fees and/or international tuition differences.

They include the University of Illinois ($874-$2,374 per year), the University of Maryland ($125 per semester), Ohio State University ($2,928 per year), the University of Virginia ($100 per semester), Purdue $ 1,000) semester tuition gap and $145 per semester), University of Wisconsin ($1,000 annual tuition gap and $200 fee), Michigan State University ($1,500 annual fee), and University of Chicago ($450 one-time fee).

Who is consulted on the introduction of international fees?
The Office of the Provost has consulted with many units as the university distributes fee income. The goal is to ensure that the University of Michigan continues to provide high-quality existing services and to increase support for new services and programs where the need is greatest and the impact is greatest.

Given its core mission, the International Center has been a valuable partner in prioritizing funding. University leadership also receives input from academic unit deans.

Providing grants to the International Center Grant Fund also gives student organizations and departments the opportunity to provide grants for programs, events, and initiatives that are of particular interest or benefit to the international student community. In making these observations, the university also refers to previous surveys on required services among students.

Has the charge been filed for changing federal immigration policy?
No. The fee was introduced to address higher costs and more extensive services at a time when government aid has declined and financial strain on the university has eased.

Do international student rates apply to students enrolled in spring/summer?
Yes. Dues are halved for spring and summer.

I am an international Ph.D. Undergraduates or students who have been appointed to GSRA, GSSA or GSI. Have I assessed the reimbursement? Are my appointment costs covered?
All Ann Arbor campus international students studying on F and J visa status will be assessed along with tuition and other required fees. In accordance with the terms of its admission offer, the university bears the costs of all doctorates. Students with good academic performance. In addition, the university covers the costs of students who are appointed as GSI or GSSA under the Collective Labor Agreement of the Graduate Employees Organization.

I am an international student funded by an outside scholarship or University of Michigan scholarship. Have I assessed the reimbursement? Are my appointment costs covered?
Yes, you will be reimbursed. Scholarships vary widely by institution and sponsor, and may cover some or all of your tuition and fees, and may include a stipend. The university pays for all doctorates. scholarship students.

I am a faculty member supporting an international student as a GSRA under my sponsorship. Are there costs associated with the grant?
GSRA student fees do not count toward sponsored research funding in accordance with the university's current waiver policy. Fees may be paid in whole or in part by the school or college from non-sponsored funds, depending on the terms of the GSRA employment contract. The university pays for all doctorates. Students in good standing, including those appointed to GSRA. Students who are unsure whether their fee will be covered should contact their Head of Department.

I am an admitted international student who received an I-20 or DS-2019. Does my document need to be updated?
No, students do not need to resubmit any documents for this fee.

I am an admitted international student, but my I-20 or DS-2019 document has not been issued. Will the charges appear on my documents? Do I have to submit additional annual accounts?
No, students are not required to resubmit any documentation for this fee, nor are they required to submit additional financial statements.

I am an international student spending a semester off campus doing an internship as one of my degree requirements. Will I be reimbursed during an off-campus semester?
This fee is assessed along with other tuition and fees if you enroll during the semester, including reduced enrollment, such as tech co-ops.

Is the fee the same for international students if I am a part-time student or NCFD (non-degree candidate) student?

I am an international student studying at the University of Michigan as part of an exchange or reciprocal agreement. Will I be assessed for international tuition fees?
No, you have not set international tuition fees. In general, international students studying at the University of Michigan as part of an exchange or reciprocal agreement pay tuition and fees at their host institution. Please note that international students who are not seeking a degree and enroll directly rather than on a reciprocal exchange must pay the International Student Fee.
